NATIONAL INFORMATION RESOURCES: PAST AND PRESENT, OR TWENTY YEARS LATER

Abstract

The purpose of the study is to determine the technological and methodological ways of solving the current problems of ensuring an increase in the level of development of national information resources in the new digital reality. A review of the publications of the world scientific community was conducted based on a search using the Google books Ngram Viewer service, as well as in domestic and international scientometric databases, such as the resources of the Vernadsky National Library of Ukraine, Scopus, and Web of Science. This review involves the following research questions: a) what temporal trends are demonstrated by research statistics; b) what areas of creation and use of information resources are considered in research; c) what state strategies are reflected in publications to overcome the problems of the development of national information resources. The main results indicate that researchers pay attention to the NIR development in various sectors of activity, but mainly to library resources, as well as in the field of medicine, health care, genetics, biochemistry, molecular biology, etc. At the same time, the assessment of the current state of national information resources in the country and the directions of their development shows the existing gap between the needs of society and the resource industry, as well as insufficient attention to issues of state management in the field of NIR. Systematic reviews of the literature, similar to the one conducted, can be the basis for the formation of information meta-resources maintained by the information systems of the relevant state institutions. These resources can be used not only by responsible persons to support decision-making the NIR formation and development regarding, but also directly by specialists of various fields in the process of forming and updating the corpus of thematic information resources.
